Personality
Phoebe was the little sister who became the middle sister after Prue's death. At the beginning she was a rebel and she was always out with different boys and gangs. After her grandmother Penny died, she moved to New York, while her sisters stayed in the house. Later Phoebe moved back to the house, and while on the attic, she found The book of shadows. When the sisters became witches, Phoebe made up with her sisters and they are now best friends.

Work
Phoebe had low grades in school and she quit pretty fast. This is why she had a hard time getting a proper job. She worked at a hotel a short time so she could afford some presents to Prue. She also worked at Bucklands with Prue a short time but she quit because she was afraid to get premonitions when she touched things. In season 3. Phoebe wanted to do something with her life so she started to study again.
Love
Phoebe loves boys and in the beginning she ran after almost everyone she saw. In season 3, Phoebe met a lawyer named Cole Turner who she immediately fell for. What she didn't know, he was a half human and half demon, who also was called Belthazor. Phoebe's sisters wanted her to vanquish him but she couldn't because of the strong love she felt for him. She lied to her sisters that she had vanquished him and they believed her until she told them the truth. Prue and Piper got very pissed when they found out that she had lied to them but Phoebe and Cole didn't stop seeing each other because of that. The even got married, but the wedding wasn't a good one, it was a bad one.
Powers
Premonition: Phoebe can see the future when she touches things that are loaded with information. This power soon developed, and she could also see the past.
Levitation: Phoebe can levitate if she's lifting her arms towards the sky. After a while this developed so she could levitate without raising them too.
Empathy: Phoebe can also feel what others feel near her.
